Hanoi is affirming its position as an attractive destination for international investors, aiming to attract $3.13 billion in FDI by 2024. Chairman of the Hanoi People's Committee, Trần Sỹ Thanh, emphasized that the trust of international investors in Hanoi's business environment is a testament to the city's administrative reforms and improvements in the investment climate. In the first seven months of 2024, Hanoi overcame many challenges and achieved encouraging results. The city's socio-economic indicators have all increased compared to the same period last year, with the GRDP in the first half of 2024 growing by 6%, and total budget revenue reaching nearly VND 324 trillion.

The city has focused on three key tasks: amending the Capital Law, the Capital Planning, and adjusting the General Capital Planning. Hanoi has also made positive progress in public investment disbursement, with over VND 23,000 billion disbursed as of the end of July 2024. The city's economic structure has seen positive shifts, with industrial production growing by 6.2%, and the trade and services sectors continuing to develop strongly.

Hanoi is focusing on developing urban technical infrastructure in a smart, green, and sustainable direction. The city has taken over and is developing the Hòa Lạc Hi-Tech Park while promoting the construction of social housing projects to meet the needs of low-income people and industrial park workers. Hanoi also aims to complete key transportation projects, including the urban railway system and the Ring Road 4 - Capital Region.

During a working session with the Prime Minister, Hanoi requested the Government and the Prime Minister to focus on implementing the 2024 Capital Law, as well as approving the Capital Planning and adjusting the General Capital Planning. The city also seeks government support in developing the Red River axis, effectively exploiting the land resources on both sides of the river, and creating conditions for Hanoi to develop satellite cities in Đông Anh, Mê Linh, Sóc Sơn, Hòa Lạc, and Xuân Mai. These efforts aim to establish Hanoi as a significant economic and financial hub of the region and the country, with modern infrastructure and regional connectivity.
