According to Hanoi's plan, by early 2025, the districts of Dong Anh and Gia Lam will be upgraded to districts, while Thanh Tri and Hoai Duc are expected to achieve this goal by the end of 2025. The city requires the five districts (Dong Anh, Gia Lam, Thanh Tri, Hoai Duc, Dan Phuong) to review administrative standards and complete the proposal documentation for submission to the National Assembly Standing Committee for approval.

Dong Anh and Gia Lam will coordinate with the Department of Home Affairs to submit the proposal to the National Assembly in Q4 2024 or Q1 2025, while Thanh Tri and Hoai Duc need to provide documentation and solutions for submission in Q4 2025.

Previously, the proposal to upgrade Dong Anh and Gia Lam to districts was approved by the City Council in 2023 but was delayed. Hanoi currently has 12 districts and is expected to have at least 18 districts according to regulations. The city's rural development program aims to upgrade 5 districts to urban districts during 2021-2025 and 3 districts during 2026-2030.

Among the 5 districts, Dong Anh has the largest area at over 180 km² and a population of approximately 380,000, while Thanh Tri has the smallest area at over 63 km² and a population of over 200,000.
